? The irony of Maryland Gov. Martin O'Malley's job-boosting program is that with his feel-good politics and disincentives to be in business in Maryland, he could boost job creation programs without expensive government programs. His programs and policies serve to direct high-paying construction jobs to out-of-state contractors and cost taxpayers more with highly taxed Maryland taxpayer money.
