Maryland's First Congressional District representative, Andy Harris, has gained some notoriety with his penchant for voting in the minority, often with a "nay" vote. He was among 107 members of Congress to vote against the National Defense Authorization Act on Dec. 20 and he was one of 167 members of Congress to vote against the so-called fiscal cliff bill, which passed the House 257-167 in the wee hours of Dec. 31.
